The Framework Agreement for Operational Partnership lays down an outline for joint humanitarian action in favour of refugees, with both organisations confirming their common commitment to the “highest standards of conduct”, and their intention to “benefit from each others competence and expertise”.
The agreement re-affirms both organisations’ principles concerning giving aid regardless of the race, creed or nationality of the recipients. It also reiterates that cultures and customs shall be respected, and aid will not be used to further a particular political or religious standpoint.
